The problem with this entire section if you've decided to use an output-focused framework to try and prioritize outcomes. The roadmap should be prioritized based on two important factors which you have not mentioned: your vision and your objectives.
Objectives (or goals, if that's how you work) are there to focus what you do and why. It provides measurements of success and prevent your roadmap from going entirely out of scope for the things you've decided to give attention to at the current time.
RICE is an output focused framework and assumes you already know all the information.
Remember that frameworks are there to help frame the conversation, not to tell you what to do next.
You also need to take into consideration what your value assumptions are, and define how you might measure success on them.
